litter signKIMO (Kommunenes Internasjonale Miljorganisasjon) is an international association of Local Authorities, which was founded in Esbjerg, Denmark, in August 1990 to work towards cleaning up pollution from the Northern Seas. The Scottish Government has provided support for KIMO's Fishing for Litter which aims to encourage fishermen to remove marine litter from the sea and to ensure its safe disposal.

The Scottish Government provides funding through the Zero Waste Scotland delivery programme to the independent environmental charity Keep Scotland Beautiful (KSB). This funding delivers a campaign programme which promotes litter free and sustainable environments. KSB also administers the Scottish Bathing Water Litter Grant Scheme.

The Code of Practice on Litter and Refuse (COPLAR) provides practical guidance on the discharge of duties imposed by The Environmental Protection Act 1990 to keep land, including beaches, clear of litter and refuse. An updated Scottish COPLAR was published by Scottish Ministers in December 2006.

The Scottish Government consulted on a draft Zero Waste Plan in late 2009, which included a draft Offshore Waste Management Plan. The Scottish Government published its final Zero Waste plan for Scotland in June 2010. The Zero Waste Plan sets a direction towards a Scotland where all waste is seen as a resource which has value which can be captured and reused or recycled.
