Each of the 12 Fisheries Local Action Groups (FLAGs) representing 13 local authorities has developed a Local Fisheries Development Strategy (LFDS). Axis 4 funding has been allocated to the selected FLAGs to support the implementation of their local development strategies. This funding will be used to support projects initiated by the FLAG itself, as well as projects conceived and implemented by local organisations from the public, private and community and voluntary sectors.
The FLAGs are responsible for considering funding for individual applications and will decide on the projects that have the greatest local benefit. Community-driven projects will be encouraged, including those relating to tourism, food and drink, renewable energy, training and environmental protection. Applications will be assessed against the eligibility criteria for Axis 4 as well as the project’s contribution towards the LFDS.
Procedures for applying may vary between FLAGS but will broadly follow one of two models. Either, the FLAGs will request an initial ‘Expression of Interest’ which will be considered by a decision making panel. This ‘expression of interest’ will contain a summary of the projects objectives, costs and level of grant being sought. If the panel considers the application has merit then the organisation will be invited to submit a full application. Otherwise the FLAGs may omit this first step and request a full application from the outset.
As part of the consideration process the decision making panel will consider what level of grant is appropriate and what level of funding should be sourced or provided by the project itself (aid intensity).
