1. Using research to contribute to the formulation of policy1.1 Identify gaps in research and evidence base relevant to the mobility and access of disabled people.

1.1.1

  • Finalise Executive Summary of review of research commissioned by MACS "Actions Required to Improve the Mobility of Disabled People in Scotland" which identifies gaps in research and target areas where more work is needed for discussion and approval at main Committee meeting at April 2007 meeting;
  • Secretariat to send the conclusions from the review and refer to specific areas of the work programme to the SE by 30 April 2007.

1.1.2

  • PRWG to develop methodology to identify performance indicators to evaluate transport projects relating to disabled people by deciding how to scope paper by April 2007 meeting;
  • Contractor/MACS to scope project by June 2007 meeting;
  • MACS tender project by August 2007 meeting;
  • MACS commission project by September 2007 meeting;
  • PRWG to manage project and report to main committee at monthly meetings;
  • PRWG to identify target group of recipients for research findings and decide on method of dissemination by November 2007 meeting.

1.1.3

  • Secretariat to tender and allocate project on development of DRT guidance by end of March 2007;
  • PRWG to consult SE to determine forward action resulting from research (including further research on DRT) by June meeting 2007.

1.1.4

  • Secretariat to meet with SE Officials to discuss concerns about adequacy of SE DRT Guidance and possibly attend meetings with RTPs in April and June 2007;
  • Secretariat to advise on MACS involvement in this issue and for discussion by PRWG by July meeting 2007.
1.2 Keep up-to-date with policy developments.

1.2.1

  • Secretariat and members to monitor publication of relevant research and other publications on SE and other websites to inform the Secretariat;
  • Secretariat to create a summary of the research for PRWG;
  • PRWG/MACS to decide on appropriate action.

1.2.2

  • Secretariat to review SE response to EOC report and identify areas for MACS' attention by meeting on 14 March 2007;
  • PRWG/MACS to decide on appropriate action by April 2007 meeting.

1.2.3

  • Secretariat to monitor responses from RTPs on invitation from MACS to develop a closer working relationship;
  • Review all RTSs to identify key themes and commonality by August 2007 meeting;
  • PRWG/MACS to offer advice to SE as appropriate by end of December 2007 based on evidence from RTPs.
1.3 Contribute to SE research programme.

1.3.1

Ongoing

  • Monitor progress on 4 projects identified in 2006/07 programme of interest to MACS (which have been delayed and will be included in the SE 2007/08 programme of research and decide on the best means for MACS to be involved. Already commented on concessionary fares project specification and awaiting sight of final specification by end March - project to commence June 2007.

1.3.2

  • Review 2007/08 programme likely to be available in June 2007 for any new projects being proposed and bring to the attention of PRWG;
  • PRWG to determine communication strategy with SE project managers to ensure MACS is consulted on the development of project specifications (by August meeting).
2. Contributing to policy context2.1 Contribute to the debate on the definition of disability.

2.1.1

  • Monitor developments relating to the DRC recommendations on the definition of disability with a view to briefing SE.
  • Consider the implications if the Government consults on possible widening of definition and advise SE accordingly and in line with an approved timetable.
2.2 Contributing to the identification of appropriate methods of identifying disabled people in policy work.

2.2.1

  • Secretariat to scope project on self-assessment for concessionary fares pilot by April 2007 meeting;
  • SE commission project by end June 2007.
  • Sit on project management team for project - minimum 12 months.
  • Monitor evaluation of pilot for completion by August 2008.
3. External relations3.1 Development of position/briefing papers.

3.1.1

  • Secretariat and PRWG members to identify and prioritise subjects for development briefing/policy/position statements by June 2007 meeting;
  • Secretariat to work with members to develop statements in order of priority aiming to complete first for publication by August 2007 meeting and others at two monthly intervals until completed.
3.2 Representation on appropriate external advisory working groups.

3.2.1

  • Secretariat in consultation with Convener and members to agree which influential external advisory groups MACS should seek to be represented on during 2007/08.

1. Improving understanding of the needs of disabled people with a view to informing Scottish Ministers1.1 Identifying gaps in service provision and areas of good practice in provision of transport for disabled people.

1.1.1

  • Seek to advance accessibility of trains and stations prior to the 2020 deadline through the exchange of information (in line with MACS Communication Strategy) with Transport Scotland, Scottish Executive, DfT and First Scotrail.
  • SWG decide on appropriate action in terms of making the Scottish Ministers aware of any concerns as appropriate.
2. Advising Scottish Ministers and Government2.1 Ensuring SE documents are appropriate and relevant.

2.1.1

  • Secretariat to produce summary documents for SWG to consider the following SE documents by April 2007 meeting:
    • National Transport Strategy;
    • Scotland's Railways;
    • Action Plan for buses in Scotland.
  • SWG to consider what, if any, appropriate action is necessary by June 2007 meeting.
2.2 To report on relative impact of travel concession schemes.

2.2.1

  • Liaise with Transport Scotland on the review of concessionary fares in relation to information about disabled people from April 2007 [ongoing].
  • Make decision on whether supplementary research is required by August 2007.
  • Take forward in consultation with SE as necessary.
2.3 Consultations

2.3.1

  • Respond to DfT consultation on air travel for disabled people due to be published in March 2007 by June 2007.
3. External Relations3.1 Development of suite of briefing papers for members and stakeholders.

3.1.1

  • Finalise and publish rail policy statement by end of April 2007 meeting;
  • Secretariat to work with members to revise the following statements for publication:
    • Bus and Coach (by June 2007 meeting).
    • Taxi and Private Hire vehicles (by September 2007 meeting).
  • SWG to finalise investigation of 'Shopmobility' and decide whether policy statement should be developed by May 2007 meeting. If to be done, to be completed by November 2007 meeting;
  • SWG members to consider if they want to produce a policy statement on companions by December 2007 meeting.
3.2 Assist DPTAC in the development of new guidance material for ship to shore transition.

3.2.1

  • SWG complete guidance resulting from shortlife working group (led by Roderick McLeod), which will develop guidance on the ship to shore transition particularly for small vessels for submission to DPTAC by mid-July 2007.
4. Policy context4.1 Ensuring Home Zones take account of the needs of disabled people.

4.1.1

  • Continue to monitor and contribute to the SE guidance on Home Zones to ensure that the impact of Home Zones on disabled people is understood.
  • Attend meeting to discuss SE guidance - SE still to confirm date.
4.2 Development of guidance on carriage of wheelchairs and scooters.

4.2.1

  • Monitor CPT's work on the development of guidance for operators/users regarding the carriage of wheelchairs and scooters on buses.
4.3 Influencing the move towards pooling of Health and Social Services transport resources.

4.3.1

  • SWG to continue involvement at board level on the Integrated Transport with Care Project to maintain an awareness of the policy environment.
4.4 Representation on appropriate influential external advisory working groups.

4.4.1

  • Secretariat in consultation with Convener and members to agree which influential external advisory groups MACS should seek to be represented on during 2007/08.
4.5 Glasgow bid for Commonwealth Games.

4.5.1

  • Monitor progress and decide on action if bid successful (when bid decided).

1.1.4 Preparation and scheduling of induction and training of new members during 2007/08.
