Timetable
2011 Question content - Questions don't just appear in the Census.
Questions go through a development process with combinations of the following elements:
- New ideas tried in office;
- Focus groups;
- Community groups;
- Postal surveys;
- Expert groups;
- Community consultation;
- User consultation.
Question Development
- In 2001 GROS criticised for consulting Census Users but not consulting data providers;
- Strong programme of community contacts;
- Extra step to ensure we know community views. They tell us what they want and we expose the ideas to Census Users.
2006 Census Test
- 56,000 households in Scotland
- Inner city Glasgow
- High proportion of ethnic minority residents
- West Dunbartonshire
- Large public-sector housing estates; and
- High rates of unemployment
- High rates of imputation in the 2001 Census
- Argyll & Bute, Highland, Perth & Kinross and Stirling
- Rural areas where a large number of properties are not continually occupied, e.g. holiday homes and second residences
Question Development
- The responses to the Test questions will be captured;
- The back page of the 2006 Test form will let respondents record their views on all questions;
- There will be a question seeking permission to contact the household in a follow-up survey;
- We have a budget for a follow-up survey.
The resources are in place.
Now, we need to:
- Design the follow-up;
- Select the personnel for the follow-up; and
- Ensure community involvement in the follow-up.
