Poverty

In 2009/10 there was a total of 870,000 individuals living in relative poverty (before housing costs). This included:

  • 200,000 children (20 percent of all children) (see Child Poverty below)
  • 510,000 working age adults (16 percent of all working age adults)
  • 160,000 pensioners (17 percent of all pensioners).

The Scottish Government has established a National Indicator to decrease the proportion of individuals living in low income poverty.

Child poverty is measured on three tiers: 1) absolute poverty 2) relative poverty and 3) combined low income and material deprivation. In 2009/10:

  • 10 percent of children were in Tier 1, a fall of 1 percentage point from the previous year.
  • 20 percent of children were in Tier 2, a decrease from the 2008/09 figure of 21 percent.
  • 15 percent were in Tier 3, down from 16 percent in the previous year.
