Poverty
In 2009/10 there was a total of 870,000 individuals living in relative poverty (before housing costs). This included:
200,000 children (20 percent of all children) (see Child Poverty below)
510,000 working age adults (16 percent of all working age adults)
160,000 pensioners (17 percent of all pensioners).
The Scottish Government has established a National Indicator to decrease the proportion of individuals living in low income poverty.

Child poverty is measured on three tiers: 1) absolute poverty 2) relative poverty and 3) combined low income and material deprivation. In 2009/10:
10 percent of children were in Tier 1, a fall of 1 percentage point from the previous year.
20 percent of children were in Tier 2, a decrease from the 2008/09 figure of 21 percent.
15 percent were in Tier 3, down from 16 percent in the previous year.
