The Scottish Government has set a target to increase overall income and the proportion of income earned by the three lowest income deciles as a group by 2017. In 2009/10 the lowest three income deciles received 13 percent of that income. This percentage has remained at 13 or 14 percent for every year since 1994/95 when measurement began. However, since 2004/05 this figure has been gradually but consistently decreasing, suggesting that the distribution of income is becoming less equal.
