Housing Statistics for Scotland

The Housing Statistics for Scotland web tables contain a range of time series and summary tables available to download in Excel format. The tables were last updated on 29 November 2011 and include data on housing activity in Scotland up to 30 June 2011 or 30 September 2011 for social sector new build.

 

The Housing Statistics for Scotland 2011: Key Trends Summary, originally published on 30 August 2011, contains an overview of the topics covered in the web tables. Please note that this summary was updated in February 2012 following the revision of figures relating to local authority eviction actions. These revised figures have also been included in the relevant tables below.

Local Authority Housing Income & Expenditure

  • There were an estimated 316,200 council houses in Scotland on 30 September 2011, a fall of a little under 1,500 (0.5%) in the year from September 2010.
  • Average council rent being paid into the Housing Revenue Account in 2011-12 is £56.94 per week 2, an increase of £2.63 (4.8%) per week since 2010-11. This ranges from £43.55 per week in Moray to £74.87 per week in Edinburgh.
  • Council rents have increased by 1.0% per year on average in the fourteen year period from 1997-98 to 2011-12 in real terms - i.e. above the Retail Prices Index.
  • Average expenditure on management and maintenance is expected to be £1,828 per house, an increase of £77 (4.4%) per house since 2010-11. Within this total:-
  • supervision and management costs are expected to be £733 per house in 2011-12, an increase of £39 (5.6%) per house since 2010-11 and have risen faster than rents over the period since 1997-98;
  • Repairs and maintenance costs are expected to be £1,096 per house in 2011-12, which is £39 per house ( 3.6%) higher than in 2010-11. These costs have also risen faster than rents in the period since 1997-98.
    Councils expect to lose £17.1m due to voids (rents lost due to un-let houses) in 2011-12. This represents 1.8% of standard rental income and is at about the same level as the three previous years, well below the peak of 3.7% in 2002-03.
  • At 31 March 2011, rent arrears stood at £36.5m, representing 4.1% of standard rental income. This is an increase of £2.1m (6.1%) since 31 March 2010.
  • Local authorities are budgeting to spend £242 million on loan charges in 2011-12, an increase of 14% over 2009-10. Estimated loan charges per house in 2011-12 vary from £288 per house in Angus to £1,917 per house in Edinburgh and £1,802 in Shetland.
  • Total council housing debt in Scotland is expected to increase by 2.0% in the year to March 2012 to reach £2,744 million.
  • Shetland will continue to have the highest amount of debt on a per property basis - £28,234 per house at 31 March 2012. Falkirk has the lowest debt, at £4,556 per house.
  • Local authorities' housing capital expenditure is projected to total £651.7 million in 2011-12, an increase of £106 million (19%) since 2010-11.
  • In 2009-10, the latest date for which details of capital spending are available, out of a total spend of £495 million, councils spent £381 million on improvements and enhancements to council houses and £79 million on new house building. Other capital spending included spending on improvements to grounds and common areas and in buying properties for letting.
  • Councils project that £60.7 million of capital receipts will be raised in 2011-12. This is a decrease of £5.0m (7.6%) since 2010-11 but considerably lower than the £135.7m raised in 2008-09 and £227.2m raised in 2007-08.
