Introduction
The NHS Knowledge and Skills Framework (KSF) is the third strand of the modernised NHS pay system Agenda for Change (AfC). The KSF provides a fair and objective framework on which to base review and development for all staff employed on AfC terms and conditions. KSF will support effective workforce development by ensuring staff have regular development reviews and support for agreed development activities identified within Personal Development Plans.
Implementation of the KSF was supported by a HEAT target which required Health Boards to ensure that all employees covered by AfC had an agreed personal development plan by March 2009. Strong progress was made towards this target and at the end of March 2009 92% of staff in NHS Scotland had a personal development plan. In order to continue to support the embedding of the Knowledge and Skills Framework a further HEAT target was developed for the period April 2009 to March 2011. The target is " for at least 80% of staff to have a KSF personal development plan review completed and recorded on e-KSF"
Main Findings
- At the end of March 2011 85% of AfC staff across NHS Scotland had a KSF personal development plan review completed and recorded on e-KSF.
- At the end of December 2009 7.9% of AFC staff across NHS Scotland had a KSF review development plan review completed and recorded on e-KSF.
- The HEAT target which set out that 80% staff should have a review has been met and exceeded.
The table below shows the percentage of staff with a KSF personal development plan review completed and recorded in e-KSF in each Board at the end of December 2009 and the end of March 2011

Methodology
Data for monitoring purposes was supplied by NHS Boards through the e-KSF system.

This is the first time these data have been published. Although not classified as National Statistics they are regarded as Official Statistics and, as such, are bound by the principles and protocols contained within the Code of Practice for Official Statistics.
