Government Expenditure and Revenue Scotland

The Government Expenditure and Revenue Scotland (GERS) web area provides information on the annually published GERS report.

GERS 2009-10 was published on 22 June 2011. The report is available by following these links:

GERS is compiled by statisticians and economists in the Office of the Chief Economic Adviser of the Scottish Government. The Scottish Government's Chief Statistician takes responsibility for this publication.

 

GERS 2010-11 will be published on 7 March 2012.  This publication date has been brought forward as a consequence of the earlier publication of the PESA Country and Regional Analysis by HM Treasury.

The aims and objectives of GERS

The aim of GERS is to enhance public understanding of fiscal issues in Scotland. The primary objective is to estimate a set of public sector accounts for Scotland through detailed analysis of official UK and Scottish Government finance statistics. GERS estimates the contribution of revenue raised in Scotland toward the goods and services provided for the benefit of the people of Scotland. The report is designed to allow users to understand and analyse Scotland's fiscal position under different scenarios.

GERS captures the entire public sector in Scotland and includes activity by each of the constituent sub-sectors of the public sector: central government, local government and public corporations. In addition to providing an analysis of aggregate expenditure and revenue, the report contains a detailed breakdown according to individual expenditure and revenue components.

GERS 2009/10 - Publication and Consultation

As part of our ongoing development work on the data sources, methodologies and presentation of GERS, the Scottish Government is planning to make a small number of changes to the treatment of the financial sector interventions and the expenditure associated with the London Olympics.

The changes will not have a material impact on the estimates of public sector expenditure for Scotland, or Scotland's overall fiscal balance. The changes to the treatment of the financial sector interventions match recent developments in the reporting of the UK public sector finances. They will make the presentation of the interventions in GERS more transparent and ensure that the estimates of Scotland's fiscal position are directly comparable with the equivalent UK figures published by the ONS. The changes to the core treatment of expenditure associated with the Olympic Games will address a previously identified asymmetry between the treatment of the Olympics and Commonwealth Games in GERS.

Additionally, in response to Requirement 5 from the UK Statistics Authority's Assessment of compliance with the Code of Practice for Official Statistics of GERS , we intend to present the Scottish fiscal balance calculations alongside the UK equivalent calculations. At present, we are planning to present these on a consistent basis with the April 2011 Release of the ONS UK Public Sector Finances Statistical Bulletin which will be published on 24 May 2011. Details of how Revenue and Total Managed Expenditure are aligned to this publication will be provided in the Accounting Adjustments section of the publication.
