Protecting Vulnerable Groups Scheme Logo

Following successful completion of the contract for IT services in the summer of 2009, the programme has been restructured to reflect the priorities of the next stage - the development stage. There are now eight projects in total and the aims of each are outlined below. The programme is led by the Scottish Government and Disclosure Scotland and delivered in partnership with a range of agencies and organisations.

1. Secondary Legislation

To enable successful implementation of the PVG Act though the passage of the secondary legislation required to operate the PVG Scheme.

2. Infrastructure

To establish the technical infrastructure to support delivery of the programme and specifically the IT solution. To ensure that the new IT solution and service delivery comply with security requirements.

3. IT Programme

To manage the IT development programme, maintaining the integrity of the Scottish Government's requirements.

4. Internal Business Change

To manage the transition of all business processes including development of new processes and procedures to support the new scheme.

5. External Business Change

To manage the relationship with external stakeholders to ensure that due consideration has been given to transition of external business processes. Specifically, informing the retrospective checking process and working closely with the Central Registered Body in Scotland to plan their business transition.

6. Information Exchange

To establish mechanisms to exchange information with external delivery partners, chiefly the Police, who will provide information on convictions and any other relevant information; the court service who will refer new convictions as well as providing information on historic cases; and the Vetting and Barring Scheme which will provide a similar function for the rest of the UK.

7. Stakeholder Communication

To raise awareness and develop an understanding of the scheme so that stakeholders are informed of progress, are able to influence its development and use it with ease and confidence.

8. Programme Management

To establish processes that ensure the scheme is delivered to the quality standards set out, within budget and on time.
