Work by the Commission for Racial Equality has found that minority ethnic communities have difficulty accessing opportunities and services and have often found themselves excluded from various sports facilities. A recent report which considered questions about sport, social inclusion and minority ethnic groups identified a broad range of factors that inhibited minority ethnic people from participating in sport at all levels across Scotland (schools, community, professionally). In 2000 the CRE developed a Racial Equality Standard for Sport to address inequities for minority ethnic groups and to assist sporting bodies with the duties of the Race Relations Amendment Act 2000. The CRE points out that many minority ethnic communities have felt that sporting events and sports facilities have often been unwelcoming and that participation in all sports by minority ethnic people is below the national average. If we consider questions of multiple discrimination, then the needs and experiences of Muslim women and girls, for example, may need particular attention, particularly where facilities are mixed sex and changing rooms are communal.
