The Audit of Research on Minority Ethnic Issues in Scotland From a 'Race' Perspective, argues that the experiences and circumstances of minority ethnic groups in Scotland need to be considered if health and community care policy and research is to address their needs. Consideration of minority ethnic needs also needs to take into account differentials in age, faith groups and gender in order to avoid excluding particular vulnerable groups from accessing appropriate levels of service. In 2001, NHS Scotland published Fair for All, an analysis of how the NHS attempted to meet the needs of ethnic minority groups, which found that there was a lot of variation in how Health Boards and Trusts responded to the health and service needs of minority ethnic communities.

Issues relating to equality groups in this area, do, of course, have relevance beyond access to services and resources: the participation of different groups as employees and service providers is also important if we are thinking about evaluating services.

• Family Support & Community Care: A Study of South Asian Older People (2000) This research explores the views of older South Asian people about their support needs, in the context of a review of existing provision. Gaps between the needs of older people and their carers and the kind of support available are identified, and ways of bridging these gaps are suggested.
• Support for Majority & Minority Ethnic Groups at Home - Older People's Perspectives (1999) This study compares needs and service provision from the perspectives of older people drawn from majority and minority ethnic (South Asian) in Glasgow and Edinburgh. The results of two studies provide insight into differences and similarities in relation to knowledge about services, access to services, experience of health care, and informal networks of support.

• Excellence Not Excuses: Inspection of Services for Ethnic Minority Children & Families (2000) The report provides an overview of the quality of social services provided to ethnic minority groups and the extent to which they were involved in planning and decision making.

• Meeting the Needs of Minority Ethnic Groups in Lothian (2000) Describes how the current health agenda brings a renewed focus to addressing the health needs of minority ethnic groups.

Joseph Rowntree Foundation

• The Strengths & Needs of Black Families in Which Young People Have Caring Responsibilities (2002) This study investigated the experiences and needs of black young people caring for disabled or ill family members and their access to services.
• Mental Health Advocacy for Black & Minority Ethnic Users & Carers (2002) Explored the needs for advocacy services of black and minority ethnic mental health users in the Trent and Yorkshire areas of the NHS.
• Perceptions & Experiences of Counselling Services Among Asian People (2001) Evaluated the accessibility and appropriateness of counselling provision in the voluntary sector based on the accounts of Asian people.
• Meeting the Needs of Chinese Older People (2000) Work with Chinese older people has found that many of them are isolated from both the Chinese community and mainstream society. The study examined the caring needs of Chinese older people from a user's perspective and examined a number of aspects of life for the Chinese community which particularly affect older people.
