Between August and November 2003, the Health Department undertook a Consultation on the implementation of Part 4: Management of residents' finances - August 2002 (pdf file, 1.03MB, 115 pages). Comments were sought on a number of documents, including draft regulations, draft codes of practice and a draft Regulatory Impact Assessment.
Thirty-eight responses were received, from a variety of respondents, including local authorities, NHS Trusts and Boards, other medical organisations, and from the voluntary, housing and legal sector. The responses received were helpful and informative. They indicated broad support for the measures proposed, although there was some concern about possible additional administrative burdens. Specific issues were highlighted where further guidance would be needed for agencies with statutory functions under the Act and for others using Part 4.
Responses to the Consultation were used to inform revision of the draft documents. Final versions of the Codes of Practice and regulations have now been published in advance of the commencement of Part 4 on 1 October 2003.
