Glasgow Operational Framework

The Glasgow Operational Framework is an example of good practice in putting Early and Effective Intervention into place. This document details a comprehensive guidance framework based on evidence from Early and Effective Intervention Screening Groups and from the experience of the Glasgow Youth Justice Forums. A multi-agency framework has been proposed as the most effective approach for Preventing Offending by Young People.

The aim is that young people will receive the appropriate intervention in a timely manner, while at the same time being diverted away from formal and statutory systems where appropriate. This will improve outcomes for young people involved in the early stages of offending behaviour, and will free up capacity within SCRA, Social Work, Youth Justice Forums and other agencies to concentrate on assessment and intervention with children and young people displaying more complex or urgent needs.
