Background
The Youth Justice Strategic Group (Strategic Group) was set up in 2007 and has representation from the key organisations that have a focus on tackling offending by young people.
The role of the Strategic Group was to develop a framework that reflected the new approach to dealing with young people who offend, or who are at risk of offending. Partners agreed to this approach and the framework was developed jointly with each of the organisations and reflected the commitment of each in delivering better outcomes for those young people who offend.
Preventing Offending by Young People - A Framework for Action was formally launched by the Minister for Community Safety in the Parliament on 19 June 2008.
The Framework is formally owned by the Scottish Government, the Convention of Scottish Local Authorities (COSLA), the Association of Chief Police Officers Scotland (ACPOS), Scottish Children's Reporter Administration (SCRA) and the Crown Office and Procurator Fiscal Service (COPFS), as key delivery agencies. The Framework is also endorsed by the relevant inspectorates and professional organisations: HMIE, Care Commission, SWIA, HMIC; the Association of Directors of Social Work (ADSW) and welcomed by a range of third sector organisations.
The Framework consists of 5 key strands and these, along with the partner(s) assigned to take forward each strand of work, can be found at Annex A.
It will be for the lead partner(s) to determine the likely timescale for taking each of the strands of work forward.
Time commitment
The time commitment of Strategic Group members is estimated to be:
- The Strategic Group will meet 4 times a year.
- Meetings will not exceed 3 hours (excluding travel time).
- Lead partners who have agreed to take forward a specific strand of the Framework will require to utilise one further day (or equivalent in hours) per month on leading an implementation sub-group and responding to queries and other relevant business in this specific area.
- Other Group members' attendance at sub-group meetings may also be required.
Occasional attendance at other events (e.g. meetings/conferences) as appropriate.
