The Adult Support and Protection (Scotland) Act 2007
A steering group was set up to ensure continual engagement with stakeholders during the development of the Act. Membership of the group included representatives from regulatory bodies, local authorities, NHS Boards, police and a number of voluntary organisations. After the Act was passed, it was agreed that the group should continue through the implementation period in recognition of its much valued role in informing the work of the Government. Members represent the views of their organisation and report back to their organisations, as appropriate, the outcome of discussions held at the meetings.
The Adult Support and Protection (Scotland) Act 2007 - Implementation Group
Membership
The membership of the Group ensures that all key sectors and interests, including both statutory and voluntary sectors, are represented. Members are expected to represent the views of their organisation and to report back to their organisations, as appropriate, the outcome of discussions held at the meetings.
Objectives
To support the implementation of the Adult Support and Protection (Scotland) Act 2007 and the Protection of Vulnerable Groups (Scotland) Act 2007 by:
- identifying and resolving significant issues relating to implementation of ASP Act and the adult protection aspects of the PVG Act;
- contributing to qualitative mapping of current adult protection policies and practice, and continually reviewing and indentifying current activity in order to assess gaps and inform implementation process and state of readiness for implementation;
- devising a communications strategy to support implementation across Scotland - including assisting the Scottish Government to develop and draft a range of appropriate information materials on the ASP Act;
- addressing the need for and developing innovative and appropriate education and training materials to support implementation of the ASP Act;
- considering the overlap between the ASP Act and other key legislation;
- identifying and developing monitoring mechanisms, for example continuous improvement and quality assurance;
- considering the wider context in which the ASP Act will be required to operate (including service availability);
- providing views on code of practice, as required;
- providing views on any significant secondary legislation issues; and
- providing views on other requlations and powers within the Act.

Training Working Group
A sub group of the Implementation Group, the Training Working Group, was established in early 2008 to help the Scottish Government take forward national training requirements to help implement the Act.
Code of Practice Working Group
The Code of Practice sub group was established to assist the Scottish Government to develop and draft a comprehensive Code of Practice for practitioners to aid the successful implementation of the Act. The membership of the Group ensured that all key sectors and interests were represented - including statutory and voluntary sectors. The final Code of Practice is available.
