National Programme for Prisoner Healthcare
Programme Board Briefing
2nd October 2009
The National Programme Board for Prisoner Healthcare met on Friday 2nd October. Formal minutes will be made available in due course; however in the meantime the key points for your information are as follows:
- Chair provided an update about his introductory visits to each establishment (with the exception of Open Estate and Polmont, both of which have been arranged during October 09) as well as the Private prisons. The Chair also mentioned his upcoming introductory visit with the HM Inspector of Prisons, scheduled for 21st October.
- The Project Team provided an update of their introductory meetings with staff at each establishment and within SPS Head Quarters.
- The Board was provided with an update from the Model of Care meeting held on 15th September. As a result of this meeting, key principles for developing a model of care have been produced and will feed in to the work of the Model of Care workstream. The paper, which is in the process of being finalised, will be made available on the Scottish Government website and SPS Sharepoint in due course.
- Draft remits for proposed workstreams which have been identified as crucial for initiating the work of the Programme were provided for discussion. The work streams and Chairs were agreed by the Board. These workstreams are:
Model of Care
Chair: John Ross, CBE
Finance
Chair: Rona Sweeney, Director of Prisons
Human Resources (HR)
Chair: Jack Stuart, CHP General Manager, NHS Grampian
Work is now underway to determine the initial membership of each group and agree the remits. The first meetings will be held in November 09 (dates to be confirmed). Each group is expected to agree its remit and membership and produce an initial workplan, including communication/engagement, frequency of meetings, etc, for discussion and agreement at the next Programme Board. Further information about these workstreams will be made available in due course.
In addition to the above, a fourth workstream is expected to be established in February 10:
Throughcare
Chair: Martin Cawley, Turning Point Scotland
Other workstreams will be agreed as required.
- The next Programme Board meeting has provisionally been scheduled for Friday 22nd January 2010.
