This Literature Review develops the themes raised in the briefing paper 'Scrutiny and the Consumer' and will assist the Independent Review in developing recommendations. It looks specifically at the evidence on:

- Ensuring all scrutiny bodies have a clear consumer focus
- Improving the accessibility of inspection and audit reports for consumers and
- Complaints handling in the public sector
Literature Review - December 2006
Scrutiny of public services is a complex subject. In order to capture what has been written about it over the last few years, Professor Crerar commissioned a comprehensive review of scrutiny literature. Sourcing from government reports, international literature, consultations with academics and academic publications, it investigates what the basic principles of effective scrutiny are. A significant piece of work; it has highlighted best practise models, gaps in the literature, and effective external scrutiny principles in different landscapes.
