Gov Procurement Standards

Scottish Government Policy

The Government Buying Standards (GBS)(previously known as the Buy Sustainable Quick Wins) list identifies sustainable specifications for a range of commonly procured items. By identifying specific product standards it is helpful both as a benchmark to assess an organisation's current position, and also sets minimum and best practice standards which organisations should seek to achieve.

By specifying more sustainable products and services we send a message within our own organisations, to the public and to our suppliers that the public sector is committed to making progress. The Scottish Government and wider public sector should seek to achieve the best practice standards specified in the Government Buying Standards as quickly as possible.

Further Information

The Scottish Procurement Directorate has produced a guidance note SPPN 15/2008 on this area providing further information and links to product groups and specifications.

Forthcoming issues

Sustainability issues and targets are developing all the time and it is essential that public bodies keep abreast of the latest developments. Defra will keep the GBS under review and the list of items covered may incur enhanced sustainable specifications or additional commodities. The Scottish Government has also agreed to purchase to the Buy Sustainable Quick Wins 2008 standards for all new procurements started on or after 1st February 2010. Subsequent versions of the GBS will be mandatory subject to value for money and any policy variations between the UK and Scottish Governments.
