Fair and Ethical Annex

Scottish Government Policy

  • Fair trade is one of the key elements of the Scottish Government's International Development Policy, published in May 2008. This policy sets out our commitment to Scotland becoming one of the world's first Fair Trade Nations.
  • The Scottish Government provides core funding to the Scottish Fair Trade Forum to drive forward the Fair Trade Nation campaign.

A set of criteria, jointly developed between the Welsh and Scottish administrations, sets the benchmark to become a Fair Trade Nation. Targets for the public sector are included.

Factors to Be Considered in Creating Sustainable Specifications/Targets

Scottish Government guidance issued in 2005 recommends that public procurement should support fair and ethical trading. This can achieved within EU procurement legislation by:

  • Encouraging suppliers to include fair and ethically traded options in their tenders
  • Working on a voluntary basis with suppliers once contracts have been awarded to provide these.
