Overview

This multi supplier framework covers a diverse range of application services and will run for a period of 3 years with the option to extend for a further 1 year. The framework is broken down into 7 Lots. (see What is in Scope).

Any call-off contract must be awarded following a mini-competition to which all suppliers - on the appropriate Lot - are invited to participate.

Mini -competitions are typically 60% faster than conducting an OJEU procurement, and also ensure that best value is achieved.

What is in scope?

LOT 1: Technical Architecture

Related to systems design. Exploring options in order to ensure that applications infrastructure is flexible, secure, easily integrated with other systems, able to be evolved in order to enhance functionality and reduce cost/time spent maintaining such applications. Each project will need to consider network, security and documentation standards and procedures for that environment and be capable of adhering to existing standards and policies and will also require to be interoperable with other existing system where necessary.

LOT 2: Applications and Web Development Services

All interface designs must comply with World Wide Web Consortium (W3C) Web Accessibility Initiative Standards to WCAG 2.0 Level AA standards and any future revisions.A holistic, cradle to grave process of development for desktop and web applications. This lot includes but is not limited to systems design & build, testing, deployment and support as an entire package.

LOT 3: Geographic Information Systems (GIS) Services

Services to assist in the spatial analysis and geographical representation of data, including data capture, storage and management of that data. Other services could include inter alia:

  • Data Capture (LIDAR at various resolutions, Aerial Photography again at various resolutions and other data capture as required
  • Spatial Capture
  • Data storage
  • Metadata management and creation
  • GIS systems implementations
  • International Organisation for Standardisation (ISO) Open Geospatial Consortium (OGC), Web Map Service (WMS) and Web Feature Service (WFS) implementations
  • Implementation of Linked Data systems from Geographic Information;
  • Design services.

LOT 4: Data Warehousing & Business Intelligence

Transformation of raw data into useful information using tools such as Data Mining and Enterprise Reporting. This lot includes but is not limited to: Production of correlations, Meta Data Design, Data Management e.g. Understanding what data there is available and how we can use this.

LOT 5: Testing

To encompass all elements of systems, applications and web development testing, including but not limited to user acceptance, stress testing, performance & load testing, accessibility and penetration.

LOT 6: Deployment Services

This could occur where an application is built in-house or by a 3rd party. This lot will include but not be limited to documentation and installation of applications/systems, programming of packaged software products, testing, floor walking and training in the bespoke development, knowledge transfer and subsequent handover to client.

LOT 7: Support of Legacy Systems

This lot includes services to support & maintain existing/established systems and/or applications. It could be that the original supplier is no longer operating or warranties on the systems have expired.

  • Organisational IT Strategy Design & Advice
  • Functional IT Strategy Design & Advice
  • Project & Programme Management (unless as part of a new implementation)
  • Sourcing of specialist IT professionals

Who is this available to?

All Lots are available to the following types of Scottish organisations:

Central Government, Non-Departmental Public Bodies (NDPB's), Scottish Parliamentary Corporate Body, Special Health Boards, APUC Ltd (Higher and Further Education).

Note: It is the responsibility of any buying organisation wishing to use the Framework Agreement to satisfy itself that it is eligible to do so. Entitlement can be established from the terms of the OJEU advert and guidance on this can be found in Annex A of Scottish Government Guidance on Framework Agreements. If there is any doubt, legal advice should be sought.

  • Significantly reduced resource and effort is required to complete a call off from the Framework, since certain aspects of the Contractor's background e.g., financial stability, reference checks, etc., have been assessed in advance.

  • The mini competition process between Contractors will ensure optimum Value for Money is achieved on each call off occasion.

  • Organisations and Contractors need only become familiar with one broad set of Terms and Conditions
