Overview

A multi-supplier collaborative framework for 'security solutions' covering the whole geography of Scotland. All suppliers have the security industry authority 'Approved Contractors Scheme' status(ACS). The framework is a direct response to the Justice Minister's pledge that no Scottish Government security contracts would be awarded to firms without ACS. SPPN 2/2010 refers.

What is in scope?

Provides for a range of 'Security Solutions' including

• Lot 1: uniformed manned guarding, mobile patrol, CCTV monitoring, alarm response, keyholder services, innovative technological solutions.
• Lot 2: event stewarding and marshalling.

What is out of scope?

Security related items or consumables not associated with the delivery of a service.

Who is this available to?

Scotland Excel is a central purchasing body which has been formed to represent all of the local authorities in Scotland established under the Local Government etc (Scotland) Act 1994 and in addition admits other public bodies to its membership. For the purpose of this exercise and in collaboration with Scottish Procurement. Central Government bodies are recognised as associate members. Any of the following organisations shall be eligible to use this contract providing the organisation has been approved as an associate member of Scotland Excel:-

• A Scottish Police Force
• A Scottish Joint Police Board
• A Scottish Fire and Rescue Service
• A Scottish Fire Authority
• A Regional Transport Body in Scotland
• Bodies registered as social landlords under the Housing (Scotland) Act 2001

Note:It is the responsibility of any buying organisation wishing to use the framework agreement to satisfy itself that it is eligible to do so. Entitlement can be established from the terms of the OJEU advert and guidance on this can be found in Annex A of Scottish Government Guidance on Framework Agreements. If there is any doubt, legal advice should be sought.
