Overview | The Scottish Ministers are seeking to establish an eProcurement Collaborative Content Management (CCM) contract with a strategic partner for the future eCommerce Shared Service (eCSS). The CCM system will enable supplier catalogue content to be shared collaboratively across all public sector organisations. The strategic partner will provide business and technology support to provide business continuity and incremental improvements to the future eCSS, in relation to the Collaborative Content Management Solution, over the duration of the contract. |
What is in scope? | The provision of an externally hosted Collaborative Content Management Solution. |

Who is this available to? | Primary delivery is to the Scottish Government in support of the eCommerce shared service but is also available to Central Government, Fire, Health, Local authorities, Police. Universities and Colleges, Third Sector, Other Public Bodies via the Scottish Government. Note: It is the responsibility of any buying organisation wishing to use the Agreement to satisfy itself that it is eligible to do so. Entitlement can be established from the terms of the OJEU advert and guidance on this can be found in Annex A of Scottish Government Guidance on Framework Agreements. If there is any doubt, legal advice should be sought. |
Benefits | Provision of a hosted CCM solution that can integrate with current eOrdering systems. Delivery of new and innovative eCatalogue solution providing increased efficiency and improved value for money. Efficiency savings over the period of the contract: including quicker access to content and reduced resource management time. Supplier development relating to technical and procurement capability - increasing both volume of supplier catalogues and collaborative content visibility. Increased opportunity to maximise efficiencies through standard processes and improved collaborative content - including purchase order accuracy, invoicing and payment performance. Increased spend through collaborative contracts thus reducing maverick spending.
