Vision

The vision is for the Scottish public sector to use eCommerce to promote Scotland as the most attractive place for doing business in Europe. It will also ensure our public services are efficient and responsive to local peoples' needs.

The vision for eCommerce brings together all the steps involved in doing business with the public sector in Scotland. It is a commercial landscape, linking applications that previously sat together but were relatively un-connected.

Overview

eCommerce utilises electronic systems which facilitate the Purchase to Pay cycle and, buying and selling of products, and services. The eCommerce portfolio encompasses Service Management, Professional Buying Tools (eSourcing), Collaborative Content Management and a Standard Pre-Qualification Questionnaire (sPQQ). Two additional electronic systems, Public Contracts Scotland (contract advertising portal) and the Scottish Procurement Information Hub (expenditure analysis tool), enhance the eCommerce functionality.

Following a series of procurement exercises three contracts; eProcurement Service Management, Collaborative Content Management and eProcurement Professional Buying Tools (eSourcing) have been awarded. The procurement exercise for the Standard Pre-Qualification Questionnaire (sPQQ) has yet to be concluded.
