Vision

The vision is for the Scottish public sector to use eCommerce to promote Scotland as the most attractive place for doing business in Europe. It will also ensure our public services are efficient and responsive to local peoples' needs.
The vision for eCommerce brings together all the steps involved in doing business with the public sector in Scotland. It is a commercial landscape, linking applications that previously sat together but were relatively un-connected.

Overview

eCommerce encompasses the eProcurement Scotland Service and other key technologies which enable the P2P cycle including Public Contracts Scotland (contract advertising portal), and the Scottish Procurement Information Hub (expenditure analysis tool).
Following extensive Customer and Supplier consultation, Sourcing Strategies, "directions of travel" and Service enhancements have been formulated for the eProcurement Scotland Service and Public Contracts Scotland. To fulfil the recommendations of the Sourcing Strategies, "directions of travel" and service enhancements, Procurement Scotland have commenced a series of procurement exercises for the following elements of the eCommerce vision for the Scottish Public Sector,

  • eProcurement Service Management
  • eProcurement Collaborative Content Management
  • eProcurement Professional Buying Tools (eSourcing)
  • Standard Pre-Qualification Questionnaire (sPQQ)


Governance

Governance of the eProcurement elements of the procurement exercises is provided by the eProcurement Project Board.

The Standard Pre-Qualification Questionnaire project is governed by a Working Group consisting of cross sectoral representatives.
