Overview

A Strategic Sourcing Strategy has been developed for the supply of renewable heat using Biomass wood fuel. 

Consultation has taken place with public bodies and suppliers and the feedback received was used to inform the strategy.

There will be separate frameworks, one for Energy Supply Agreements and the other for the Supply of Wood Fuel.

What is in scope?

This framework will cover:

• Wood Fuel in the form of chips and pellets

What is out of scope?

The term Biomass covers a wide variety of fuels derived from varying sources, only wood fuel is in scope, the following are out of scope:

• Purchase of boilers only
• Landfill gas
• Sewage gas
• Waste combustion
• Animal biomass
• Plant biomass
• Liquid bio fuels

Who is this available to?

• Central government
• Fire
• Health
• Local authorities
• Police
• Universities and colleges
• Third sector

Note:  It is the responsibility of any buying organisation wishing to use the Framework Agreement to satisfy itself that it is eligible to do so.  Entitlement can be established from the terms of the OJEU advert and guidance on this can be found in Annex A of Scottish Government Guidance on Framework Agreements.  If there is any doubt, legal advice should be sought.
