Overview

Scottish Procurement has now concluded the March 2012 collaborative e-Auction for mobile voice & data services. The winning supplier was Everything and Everywhere (Orange & T-Mobile partnership).    

The outcome is set to deliver significant savings on current tariffs of up to 73% and is expected to secure circa £1.5m in savings over the next 4 years. This follows on from the success of our previous e-Auction in September 2011 (also won by Everything Everywhere) to give a combined delivered saving of circa £3.1m on mobile voice & data services over the next 4 years.

In addition to the organisations named in the Invitation to Further Competition (ItFC), Scottish Procurement included an option for an additional 1,400 connections for any Scottish public sector organisations eligible to use the Government Procurement Service Framework.  These connections will be available to organisations on a ‘first come first serviced basis’.  Any organisation wishing to make use of this option must contact Julie Gordon (details below) in the first instance.  

 

What is in scope?

The Scottish Procurement collaborative e-Auction programme is currently focused on Lot 1 of the GPS mobile solutions (II) (RM526/L1) and concerns the provision of mobile voice and data services to satisfy the basic needs of public sector mobile phone users, including, as a minimum:

  • Making and receiving voice calls
  • Sending and receiving SMS (short messaging service)
  • The provision of voicemail services
  • The provision of mobile data

Mobile data applications and value added mobile services including:

  • Data transmission through GSM (Global System for Mobile), GPRS (General Packet Radio Service), UMTS (Universal Mobile Telephone System), HSCSD (High Speed Circuit Switched Data), 2.5G, 3G and High Speed Downlink Packet Access (HSDPA) technologies
  • Device agnostic, data applications as solutions to business requirements such as push email, job scheduling, etc
  • Other mobile voice and data services such as, lone worker protection, virtual private assistant, bulk SMS and vehicle tracking, etc

What is out of scope?

  • Wide area paging & messaging services (available through Government Procurement Service RM526/L2)
  • Bespoke mobile solutions (available through Government Procurement Service RM526/L2)

Who is this available to?

Scottish Procurement activities in this category are generally available for Scottish public sector organisations to access.

The rates from the recent collaborative e-Auction are only available to those who participated in the exercise.

Benefits

This is a hugely advantageous position to be in as it will significantly increase an organisation's purchasing power. Other benefits for the organisations that participated include a co-terminus mobile fleet and handsets not locked to a particular network at the end of their contract period. The successful supplier (Everything Everywhere) from the recent collaborative e-Auction demonstrates significant savings that would not have been achievable under a sealed bid exercise.

You will need to register if you haven't already done so to access the detailed info but the webpage provides an overview of what the Lot covers. For collaboration purposes, it is important that the specification is kept as standard/generic as possible in order that aggregation of value/volume be achieved as this increases the attractiveness of the opportunity to bidders and therefore maximise the potential for savings.
