Overview

The Temporary and Interim Staff Frameworks is a suite of eight separate frameworks. Out of the eight frameworks, five are split into regional solutions, which are based on the police and fire boundaries. The regional specialisms include the following administrative, Manual, Catering, Social & Care and Interim Specialists.

Also included is three other frameworks which cover the whole of Scotland: the specialism include Temporary IT Staff, Interim Managers and a One Stop Shop framework which requires a full mini competition.

What is in scope?

The following types of temporary staff only can be procured via the frameworks

  • Temporary Administrative Staff
  • Temporary Manual Staff
  • Temporary Catering Staff
  • Temporary Social & Care Staff
  • Interim Specialists
  • Temporary IT Staff
  • Interim Managers

What is out of scope?

  • Permanent Staff
  • Staff being awarded a fixed term contract (e.g. individual who will be employees of the buying organisation for a short term)
  • Temporary Trades Staff

Benefits

  • Financial Benefit - The framework agreements have secured beneficial pricing. Depending on each organisation's current contractual position and what and how they chose to buy, organisations will be able to achieve savings of 6% to 10% (although this may rise to 30% for organisations with no current contracts).
  • Quality - All the framework suppliers have a proven track record of delivering quality services. Key Performance Indicators (KPIs) and Service Level Agreements (SLAs) have been developed and agreed with all suppliers.
