Overview

IT Managed Services (ITMS) is a national framework agreement open to all Scottish public bodies.

The framework agreement is split into 2 Lots: Lot 1 (Large) and Lot 2 (Small). Scottish Procurement can provide customers with a lot decision matrix to help them identify which lot is most appropriate for their requirements, using an evaluation of cost, size and risk.

The range of competencies offered by the suppliers is sufficiently broad and the scope of the framework sufficiently flexible that Scottish public bodies can consider any IT managed service as suitable for procuring through the framework.

Any call-off contract must be for a minimum of 12 months duration, and must be awarded following a mini-competition to which all suppliers - on the appropriate lot - are invited to participate.

Mini-competitions can be for one or more services, and there is no restriction on the mix of services which can be stipulated by the customer.

Mini-competitions are typically 60% faster than conducting an OJEU procurement, and also ensure that best value is achieved.

What is in scope?

The scope of the framework agreement covers, but is not limited to: the delivery of application and website hosting; application and website support; data hosting; desktop support; server support; disaster recovery; hardware hosting; helpdesk services; and, technical partnering services as a managed service.

The term "technical partnering" refers to professional services included in the IT managed service which include, but are not limited to: IT consultancy (advice and strategy); IT project and programme management; IT development and support services; and, data network management services.

What is out of scope?

For the avoidance of doubt, it is not intended that the ITMS framework agreement will be used for a single technical partnering service as there are more appropriate frameworks which are focussed on such needs. Also, the types of IT managed services required, and that are acceptable to procure via the framework agreement, do not include general business process outsourcing services - such as outsourcing a complete HR function - and other non-IT specific managed services.

Note:It is the responsibility of any buying organisation wishing to use the Framework Agreement to satisfy itself that it is eligible to do so.   • First mini-competition has delivered 44% savings to Central Government customers with a requirement for server maintenance.

Quality

  • A mix of large and small suppliers who have been selected for their quality and technical capability, with a proven track record of delivery and price competitiveness.
  • Straightforward processes, with pre-determined templates, to allow any Scottish public body - whatever their size - to submit their requirements to the framework suppliers.
  • Delivery of sustainable services, which will be monitored by Scottish Procurement on an ongoing basis, to ensure suppliers deliver against the Scottish Government's Greener Scotland strategic objective.

Flexibility

  • A flexible range of services to meet the changing needs of public bodies.
  • Organisations are actively encouraged to work together where they have a common requirement, but it is recognised that there will be some requirements that will be more specialist. All can be accommodated by the framework.
  • All suppliers are committed to taking part in ' discovery days'. Discovery days are used to engage with suppliers prior to mini-competition, to refine requirements. Instructions on how to conduct a discovery day are included in the attached Buyer's Guide.
  • The framework suppliers offer national coverage and, where necessary, they may be supported by local sub-contractors.
  • No limit on call-off contract duration - individual contracts can extend beyond the framework duration.

Compliance

  • Fully compliant with the Public Contracts (Scotland) Regulations 2006 and EU procurement legislation.
  • Standard Framework Terms and Conditions and Standard Terms of Supply, which simplifies the procurement process and removes many contract variables.
  • Biannual review between each supplier and Scottish Procurement, with quarterly submission of management information and review against Key Performance Indicators (KPIs)
  • The framework supports the aims of the Scottish Public Procurement Reform Programme and John McClelland's Review of ICT in the Public Sector in Scotland.

Note: The framework may be extended by a further 12 months, at the discretion of Scottish Procurement. Customers are entitled to award contracts beyond the end of the framework duration - following mini-competition - should this be required and supported by a robust business case.
