Carbon Management

The Scottish Government is currently developing a Low Carbon Monitoring and Management Framework that will further embed the responsibility to develop and monitor policies to reduce emissions across the whole of Scottish Government policy development and delivery, based upon internal discussion and some preliminary analysis on this issue. The proposed Framework will:

  • enable the measurement and reporting of Scotland's progress towards reducing emissions before emissions data for each year is available;
  • provide the basis for managing carbon effectively from within Scottish Government by helping to better understand the activities and actions which contribute toward reducing emissions;
  • ensure that responsibility for reducing emissions and building a low-carbon economy is shared across the public and the private sector; and
  • make the best use of existing frameworks, data, indicators and groups to minimise additional demands.
