Consultation on Scotland's Climate Change Adaptation Framework

The consultation on Scotland's Climate Change Adaptation Framework has been conducted in two stages:

  • First Consultation - The first stage consulted on the initial outline of the Framework and closed on October 31, 2008.
  • Second Consultation - The second stage built on the the responses to the first consultation and closed on July 20, 2009

Second Consultation

On April 27, 2009 the Scottish Government published a consultation, Preparing for a Changing Climate. This was the second consultation to inform Scotland's Climate Change Adaptation Framework. It built on the responses to the first consultation and was also informed by the Scottish Climate Change Bill, which was unanimously passed by the Scottish Parliament on June 24, 2009.

This consultation closed on July 20, 2009. All individuals and organisations registered on the seConsult email notification service were invited to view and respond to this consultation. There was also a separate distribution list of consultees who were invited to submit responses.

An Environmental Report, produced as part of the Strategic Environmental Assessment (SEA) and conducted on the contents of this consultation paper, was also available to inform consultation responses.

Responses to Second Consultation

A total of 69 individuals and organisations responded to the second consultation.

Where respondents gave permission, their response has been published online. Please note some respondents gave permission to be named but asked that their responses remain confidential while others requested that none of their personal details be published.

The consultation responses authorised for publication were published on August 18, 2009 and the Analysis of Responses report was published on October 21, 2009.

Consultation Workshops

As part of the second consultation, the Scottish Government held workshops with invited stakeholders. These workshops were hosted in partnership with Macaulay Land Use Research Institute, Scottish Agricultural College, Scottish Enterprise, Sustainable Scotland Network and Highland Council.

First Consultation

On June 24, 2008, the Scottish Government published a consultation Adapting our Ways: Managing Scotland's Climate Risk. The consultation sought views to inform Scotland's Climate Change Adaptation Framework. The consultation closed on October 31, 2008. The distribution list of consultees is available to view.

The first stage of the consultation connected with the current stakeholder debate on climate change adaptation, while recognising that the final Framework will need to be informed by several crucial developments occurring in late 2008 and early 2009, including the Scottish Climate Change Bill being brought before the Scottish Parliament.
