In July 2010, the Scottish Government commissioned a report to assess the financial implications for reservoir owners newly captured by the legislation.
The final report is published here. Financial Implications - Reservoir Safety report.
Business and Regulatory Impact Assessment
A Business and Regulatory Impact Assessment was prepared to assess the costs and benefits of proposals to update reservoir safety legislation. In addition to the assessment of the reservoir safety proposals, this Business and Regulatory Impact Assessment considers the creation of offences to support objectives set out in the Water Framework Directive legislation.
Equality Impact Assessment
An EQIA was published by the Scottish Government in June 2010 to evaluate the potential impacts of the proposed legislative changes. The EQIA can be viewed here.
Consultation
The Reservoir Safety Bill consultation ran from January 25, 2010 to April 18, 2010. The consultation sought public views on proposals to introduce a new regime for ensuring the risk from flooding from reservoirs in Scotland are appropriately managed.
The new regime will be required to deliver a proportionate system which protects the public from the risk of flooding from reservoirs without placing unnecessary burdens on reservoir undertakers.
Responses to the consultation are published here and in the Scottish Government library.
The Scottish Government commissioned an analytical study of the consultation responses, which can be viewed here.
