In 2001, following the McCrone report an agreement on teachers' pay and conditions was reached. The main points of the deal were:
- a new pay deal
- a guaranteed one-year probationary post for newly qualified teachers
- dedicated time outside the classroom for preparation and marking
- 35 hours a year for training and development
- Chartered Teacher status

A review of the 2001 agreement, was chaired by Professor Gerry McCormac, Principal and Vice-Chancellor of Stirling University. Professor McCormac published a report of the review on September 13, 2011.
Negotiations about teachers' pay and conditions are dealt with by the Scottish Negotiating Committee for Teachers (SNCT) which is chaired jointly by representatives of teaching organisations, local authorities and the Scottish Government.
There are also two SNCT working groups looking at conditions of service and local negotiating arrangements.
