New technologies
Development of new technologies and industries will be led largely by the private sector, although some financial assistance is available from the public sector. The EU Emissions Trading Scheme (EU ETS), which will reduce the amount of carbon emissions year-on-year, will provide an important incentive for such change. However, the public sector needs to ensure a supportive context. Barriers to development of new technologies must be addressed. Some actions are for the Scottish Government itself, some for other public sector players while there is also a need to influence and help form policy on a level broader than Scotland alone.
