Introduction Sports and Playing Fields

Open space and other opportunities for sport and recreation are a vital part of Scotland's urban and rural communities. Playing fields are an important resource for sport and should be provided in sufficient quantity, quality and accessibility to satisfy the current and future community demand.

Local authorities are expected to develop a playing fields strategy in consultation with sportscotland as part of the open space strategy.

Policy Aims

Scottish Planning Policy sets out the current policy on open space and physical activity.

The policy aims to:

  • Protect playing fields and sports pitches, which should not be redeveloped other than in 4 scenarios set out in the SPP. (see SPP paragraphs 156-158)
Publications

PAN 65 Planning and Open Space (Revised 2008) - provides information on the role of the planning system in protecting and enhancing open spaces and on open space audits and strategies.

Circular 7/2007: Consultation on and Notification of Planning Applications for Outdoor Sports Facilities and Open Space 2007 - advises on the consultation and notification requirements for applications for planning permission on land identified in the development plan as open space and applications affecting certain outdoor sports facilities.

Scotland's Greenspace Map is a world first; no other country has mapped its greenspace in this way. It is an innovative Geographical Information System (GIS)based map which provides comprehensive information on the location, extent and type of greenspace across all of Scotland's urban settlements.

The map can be used to help in planning decision making, developing green networks, policy development, prioritisation work, and research purposes.
