The Planning etc. (Scotland) Act 2006 introduced a number of important changes to the planning appeal system in Scotland. At the centre of these are the provisions covering new schemes of delegation which are intended to support an efficient processing of applications for planning permission within the category of "local developments", allowing these to be determined by an appointed officer. Where a decision on an application for planning permission for a local development falls within the terms of the planning authority's scheme of delegation and is taken, or could be taken by an appointed person; the applicant is not entitled to appeal to Scottish Ministers as was previously the case with decisions on all types of planning applications , instead they may require the planning authority (local review body) to review the decision.
