Action

Provide for new non-nuclear baseload capacity at other existing power station sites (Longannet, Cockenzie and Boddam).

Milestones

2009 onwards - Land to be allocated in development plans to allow implementation to proceed. Consider the need for further environmental assessment and appropriate assessment at a more detailed plan or project level to define scheme level mitigation measures to protect water resources, encourage high quality design, minimise effects on soils and cultural heritage, to take forward sustainable ash management and to mitigate the potential impacts of carbon capture infrastructure associated with the power station.

2009 - Selection of relevant technology & submission of application(s).

2010 - Detailed technical design.

2011 to 2015 - Implementation and commissioning of replacement / refurbished plant

Progress

Longannet
March 11, 2010 - Scottish Ministers granted consent to Scottish Power under Section 36 of the Electricity Act for the Life Extension Project Generating Station at Longannet and revision to the Ash Disposal Strategy at Valleyfield and Longannet Ash Lagoons. The scheme comprises Selective Catalytic Reduction (SCR) and revision of the strategy for Ash Deposition in order to extend the lifespan of the station to 2030. The main construction period for SCR will be 2012 - 2015, and will ensure Longannet continues electricity generation beyond 2015 as it will meet the Large Combustion Plant Directive limits on emissions. The proposal has been shortlisted as part of the UK competition for CCS demonstration projects.

Cockenzie
October 5, 2011 - Application to replace the coal-fired power station at Cockenzie Power Station with a gas-fired Combined Cycle Gas turbine generating station approved. A separate application for a 17.5 km pipeline from the existing gas network at East Fortune to the new power station has also been approved (October 2011).

In December 2009, Scottish Power applied for consent to demolish the existing coal-fired station at Cockenzie and construct and operate a new gas-fired Combined Cycle Gas Turbine generating station on the site. Nominal capacity for the proposed generating station is 1000MW. The Public Local Inquiry Report was recently received and Ministers are considering this alongside all consultation responses received. A decision is hoped to be made in Summer 2011. A separate application for the gas pipeline has been submitted to Ministers and this is also hoped to be determined in Summer 2011.

Peterhead
Upgrading of Peterhead Power Station is a proposal in the Aberdeen City and Shire Structure Plan and will be taken forward in the emerging Strategic Development Plan Main Issues Report September 2011. Discussion with Scottish & Southern Energy on proposals and the timetable for the upgrade are ongoing, including the potential for the site to be a test ground for carbon capture and storage.

Boddam
There are currently no plans for the provision of new baseload capacity.
