| Milestones | Post 2009 - Submission of planning application(s), Harbour Order Application, environmental assessment , appropriate assessment, associated environmental works and supporting landside infrastructure. Define detailed scheme level mitigation measures including design to protect water quality and avoid effects on marine heritage resources. | Progress | OIC is proposing a Strategic Business Development Area around Hoy, Farra and Flotta which is suitable for the container transhipment facility and other large scale business development, in particular opportunities which support development of marine renewables resources in the Pentland Firth and Orkney Waters. Analysis undertaken for OIC in 2009 indicates that there is no compelling business case for the container transhipment facility in the short term future, although more fully utilising the deep water at Scapa Flow remains a longer term aspiration. Orkney Islands Council publishes it's Draft Development Brief for the Lyness Development Area on October 5, 2010, consultation ends November 26, 2010. April 15, 2011 - Orkney Islands Council has identified a Strategic Development Area around Hoy, Farra and Flotta in the Proposed Local Development Plan. This area is identified as a key strategic area for potential renewables related development but could also facilitate a container transhipment facility. There is a requirement for a development brief to be prepared for the area to ensure that the long term strategic potential of the location is safeguarded. |
