Action

Deliver enhanced facilities at Edinburgh Airport and supporting improvements in surface transport and other infrastructure as identified in the West Edinburgh Planning Framework.

2009 onwards - Reflect policy objectives of Air Transport White Paper, West Edinburgh Development Partnership and latest airport masterplan in development plans, associated action programmes, regional transport strategy and development management decisions. Consider need for further environmental assessment, appropriate assessment and detailed scheme level mitigation including design, protection of biodiversity, measures to reduce effects on health, air quality, noise, water, soils, landscape and cultural heritage and long term assessment of carbon impacts. Work with air transport operators to minimise emissions by deploying operational and technological measures.

Edinburgh Airport has recently completed a new taxiway in order to improve the operation of the airfield and is continuing to enhance the facilities in the terminal and in the forecourt area in preparation for the completion of the tram project. The consultation on the new draft airport masterplan ended in April 2011, and a final version was published in July 2011. The masterplan considers airport growth in detail up to 2020 and indicatively up to 2040, and will inform future strategic and local development plans and be a material consideration in determining planning applications in the West Edinburgh area. Land outwith the current airport boundary has been identified as not being required in the immediate near future, which enables the Royal Highland Showground to remain at their current home. Planning permission in principle for a consolidated and expanded showground operation on their current site was approved in April 2011 (subject to legal agreement). Detailed proposals for the development of the International Business Gateway are anticipated to be submitted during 2011/12.

June 2, 2011 - The Rural West Edinburgh Local Plan (covers the area around the airport) Alteration adopted.

Progress (2)July 14, 2011- The West Edinburgh Development Partnership, led by Scottish Enterprise, launched an Implementation Plan for what is now termed 'Edinburgh International'. The aim of the plan is to detail how the partnership aims to unlock the area's full potential. Detailed evaluation work has been carried out on the amount of enabling infrastructure works (transport, power water and landscaping) that is required to unlock a twenty year supply of airport and wider development land, capable of supporting high quality design solutions appropriate for this national priority development and important gateway location. The overall capital costs have been estimated to be circa £29.0 million to £33.0 million over approximately a ten year period. It is estimated that by 2030, the development of Edinburgh International could contribute a net additional £2.2 billion GVA to the Scottish economy and support around 3,600 net additional jobs.
