NPF2 Background

Policy summary

Scotland's second National Planning Framework (NPF2) builds on the first NPF (2004). NPF2 draws on the analysis contained in the NPF Monitoring Report (2006) and followed an extensive programme of participation and consultation with stakeholders which, included: discussion on scope and content of the NPF2 in 2007, consultation on the NPF2 Discussion Draft early in 2008, and consideration by the Scottish Parliament on a Proposed NPF2 early in 2009.

The final NPF2 was published and laid before the Scottish Parliament on June 25, 2009.

As required by the Planning etc. (Scotland) Act 2006, a report on the extent to which stakeholder engagement has conformed with or gone beyond the requirements of the Participation Statement and a statement detailing changes made in response to the views expressed in Parliament were also laid before the Parliament on June 25, 2009. This is known as the NPF2 Conformity Report and is appended to the Participation Statement.

Next Steps - Monitoring and Review

The 2011 National Planning Framework Monitoring Report will report on the progress made in delivering the NPF strategy and will help to inform preparation of the third National Planning Framework (NPF3).
