1995- 1999 First elected to Scottish Borders Council in 1995. Served on the Technical Services, Social Work and Housing committees.
2003- 2007 Executive Member for Social Work with housing as part of that brief.
2007-the present.
Executive Member for Planning and Environment.
Chair of the Planning Policy Working Group
Member of COSLA's Regeneration and Sustainability Committee
Member of SESplan and Convenor in 2009
When I stood for the Council in 2007 one of the policies I advocated was to "Defend the character of the Borders by raising the standards of house design." This became part of the council Administration's programme.
As Executive Member for Planning and Environment Councillor Carre has overseen:-
- The introduction of our first-ever Placemaking and Design SPG on Scottish Borders Council.
- The re-introduction of the Biennial Design Awards for the Borders
- Design training for officers and members
- The institution of the Scottish Borders Design Forum
