Benefits under Stage Four

The measures offered at stage 4 are available to home owners and tenants of private sector landlords who are aged 60 or over and have never had central heating in their home and to home owners and tenants of private sector landlords who live in energy inefficient homes and are in one of these groups:

  • is aged 75 or over
  • is aged 60 or over and receives a qualifying benefit
  • has a child under 16 and receives a qualifying benefit
  • is pregnant and receives a qualifying benefit.
  • is terminally ill or disabled and receives a qualifying benefit.

For assistance under Stage 4 you must have occupied the property as your only or main home for at least one year. This does not apply to those with a terminal illness.

What are the qualifying benefits for stage 4?
  • Attendance Allowance
  • Child Tax Credit - ie more than the family element of Child Tax Credit
  • Council tax benefit
  • Housing benefit
  • Income support
  • Income-based jobseekers allowance
  • Disability living allowance
  • Disablement pension which includes a constant attendance allowance
  • State Pension Credit - with Guarantee element
  • War disablement pension which includes a mobility supplement or a constant attendance allowance
  • Working Tax Credit - Where income is no more than £18,165
  • Employment and Support Allowance
What does the enhanced package include?

Depending on individual circumstances, the package may consist of but is not limited to:

  • Installation of a new central heating system including where appropriate air source heat pumps;
  • A new boiler;
  • Draughtproofing;
  • Internal or external wall insulation;
  • Cavity wall insulation;
  • Loft insulation;
  • Room thermostats and heating controls;
  • Insulation of tanks and pipes
Who will deliver the package?

The package is delivered through the energy efficiency advice network in partnership with existing advice providers and energy companies. The Energy Saving Trust is responsible for the overall management of delivery.
