During 2008 the Scottish Government worked closely with COSLA to introduce far reaching reforms to the way that housing and planning systems work together to help meet the Scottish Government's ambition to increase housing supply over the long-term, and ensure the housing system is more responsive to demand which is fundamental to improving long-term housing affordability and to help reduce market volatility.
The new framework integrates two previously separate planning processes:
(i) local housing strategy development; and
(ii) land-use planning for housing to ensure the alignment of all planning for housing activity at a local and housing market area level.
Reforms to the framework were set out in three key documents:
