To fully engage with stakeholders during the implementation of the Private Rented Housing (Scotland) Act 2011, we have established an Implementation Group that brings together stakeholders in Scotland with an interest in the private rented sector. We will keep members of the group up to date via email and face-to-face meetings, as the implementation of the Act progresses. The meetings will see members invited to discussions, depending on their interests on the subject being discussed.

HMO Licensing Regime Amendments
The Private Rented Housing (Scotland) Act 2011 includes amendments to the HMO licensing regime to give a local authority a power to refuse to consider an application for an HMO licence if it considers that there would be a breach of planning control and to give a local authority a power to refuse to grant an HMO licence if it considers that there is an overprovision of HMOs in the locality. The Scottish Government intends to bring in these amendments by January 2012, further details are included in the attached paper.
