Inspection of Air Conditioning Systems over 12kW

Inspection of air-conditioning systems became mandatory for all new systems subject to a building warrant application submitted on or after May 1, 2007. This inspection covers the assessment of the efficiency and sizing of the system compared to the cooling requirements of the building.

Inspections may only be carried out by organisations that have entered into a protocol with The Scottish Government. The Scottish Government has entered into protocol with five professional organisations/institutions to undertake inspections:

Only members of protocol organisations may undertake these inspections.

Summary of key aims

The purpose of the inspection is to promote the improvement of the energy efficiency of the building.

Inspections of existing buildings are being phased in as follows:

  • For systems with an effective output of more than 250kW - from 4 January 2009, inspections to be completed by 4 January 2011
  • For all other systems over 12 kW from 4 January 2011, with first inspections by 4 January 2013.

The document ' TM44: Inspection of air conditioning systems' was published by CIBSE in conjunction with a working group in June 2007 specifically for use in England and Wales to provide guidance for the inspection of air conditioning systems in accordance with Article 9 of the Energy Performance of Buildings Directive(1) (EPBD). TM44 can be used in Scotland subject to the provisions set out in the Scottish addendum.
