The Scottish Government is committed to the establishment of a single dedicated body for Scotland's arts and culture sector. It is intended to establish Creative Scotland as a Statutory Non Departmental Public Body (NDPB) through the Public Services Reform Bill.

The second in a series of quarterly events to provide an update on progress to establish Creative Scotland was held at the Perth Concert Hall on October 5, 2009.
Culture Minister Michael Russell, Ewan Brown, Chair of Creative Scotland and Richard Holloway, Chair of the Joint Board of the Scottish Arts Council and Scottish Screen, spoke at the event which was chaired by Ruth Wishart. A question and answer session with the audience followed the speeches.
