Alex Neil MSP, Minister for Housing and Communities photographResearch published by the Scottish Government in 2007 highlighted the fact that most of those who participated in the study were satisfied with their site and the way in which it was managed. However, there were some concerns raised about a relatively small number of sites across Scotland.

The Scottish Government wants to enable every park home resident to enjoy living in their property. Public consultation on the future of local authority site licensing was undertaken in 2010, and the Scottish Government remains committed to continued partnership working with the Residential Mobile Homes Stakeholder Working Group on this matter in the next Parliamentary session.

In addition to taking forward reform of the site licensing regime, the Scottish Government wants to introduce secondary legislation to update the implied terms in written agreements between park home residents and site owners. By doing this, we aim to improve the rights and security of residents living on permanent residential mobile home sites. We have prepared a draft Scottish Statutory Instrument ( SSI) to describe our plans in this area. However, we want to obtain the widest range of views possible on this matter before introducing this important change to current legislation. For this reason, we think it is important to conduct a public consultation.
