The research team would like to thank all of those who participated in this research. Thanks are especially due to the Collaborative Enquiry Projects - local authority and school staff, pupils, parents and other stakeholders - in the 12 Scottish local authorities for their co-operation in the research and for their willingness to share their experiences and challenges with others. We also wish to thank the staff of the training providers, employers, colleges, universities, Skills Development Scotland and Jobcentre Plus for the time they spent giving us the perspective of possible end-users.

We acknowledge with thanks the work of John Hart, Associate at the Centre for Educational Sociology, whose literature review and model building laid such a strong foundation for the work outlined in this report.
