2 Key Points for 2008-09

Social Enquiry Reports ( SERs)

  • A total of 42,500 SERs which included supplementary reports were submitted by Local Authorities to the Courts in 2008-09, up 1 per cent from the 2007-08 total of 42,000 ( Table 1).
  • A total of 36,300 SERs (excluding supplementary reports) were submitted to the Courts in 2008-09, an increase of 1 per cent from 35,900 in 2007-08 ( Table 5).

Community Service Orders ( CSOs)

  • A total of 6,400 CSOs (excluding Probation Orders with a Requirement of Unpaid Work) were made in 2008-09, a 4 per cent increase on the 2007-08 figure of 6,200 ( Table 1).
  • The number of CSOs (excluding Probation Orders with a Requirement of Unpaid Work) which were successfully completed increased by 16 per cent from 3,800 in 2007-08 to 4,400 in 2008-09. Terminations of CSOs overall (including successful completions) also increased by 16 per cent from 5,800 in 2007-08 to 6,700 in 2008-09.
  • There were 2,113 breach applications made to the Courts in respect of CSOs (excluding Probation Orders with a Requirement of Unpaid Work) in 2008-09, a decrease of 2 per cent compared with the 2,161 breach applications in 2007-08.

Probation Orders ( POs) including those with a requirement of unpaid work

  • A total of 9,100 POs were made in 2008-09, an increase of 4 per cent compared to the level of 8,700 in 2007-08.
  • The majority (57 per cent) of terminations of POs were orders which were successfully completed. The number of terminations overall (including successful completions) increased from 6,800 in 2007-08 to 7,400 in 2008-09, an increase of 8 per cent.
  • There were 4,100 breach applications made to the Courts in respect of POs in 2008-09, a 19 per cent increase compared to the total of 3,400 in 2007-08.

POs with a Requirement of Unpaid Work

  • A total of 3,300 POs with a Requirement of Unpaid Work were made in 2008-09, representing a 9 per cent increase from the 2007-08 total of 3,100.
  • There were 1,600 breach applications made to the Courts in respect of POs with a Requirement of Unpaid Work in 2008-09, an increase of 36 per cent on the 1,200 applications in 2007-08.

Supervised Attendance Orders ( SAOs)

  • A total of 4,300 SAOs were made in 2008-09, down 3 per cent from the total of 4,400 in 2007-08.
  • Of 3,900 SAOs which were terminated in 2008-09, 2,400 (61 per cent) of these were orders which were successfully completed. The total number of terminations of SAOs increased by 33 per cent on the 2007-08 level of 3,000. There were 2,200 breach applications made to the Courts in respect of SAOs in 2008-09, an increase of 68 per cent from the 2007-08 total of 1,300.

Drug Treatment and Testing Orders ( DTTOs)

  • A total of 752 DTTOs were made in 2008-09, up 25 per cent from 601 in 2007-08.
  • Forty per cent of DTTO terminations were due to successful completion. The total number of terminations of DTTOs increased by 10 per cent from 491 in 2007-08 to 542 in 2008-09. In 2008-09 there were 218 breach applications of DTTOs, an increase of 4 per cent on the 2007-08 figure of 209 breaches.

Statutory Throughcare

  • In 2008-09, a total of 1,236 Throughcare (in the community) cases commenced, an increase of 17 per cent from the 1,056 cases which commenced in 2007-08. A further 1,109 Throughcare (in custody) cases commenced, a decrease of 11 per cent from the 1,247 cases which commenced in 2007-08.

Voluntary Assistance ( VA) and the Throughcare Addiction Service ( TAS)

  • In 2008-09 there were a total of 2,440 individuals receiving VA and a total of 2,905 VA cases commenced. Of the VA cases commenced in 2008-09, 1,455 related to the TAS.

Home Circumstances Reports ( HCRs)

  • A total of 1,593 HCRs excluding home leave reports were reported in 2008-09, an increase of 15 per cent on the 2007-08 figure of 1,386. Including home leave reports, 2,900 HCRs were reported in 2008-09.

Diversion from Prosecution ( DPs)

  • A total of 962 DP cases commenced in 2008-09, an increase of less than 1 per cent from the 2007-08 total of 956 cases.

Bail Information

  • During 2008-09, 8,900 requests were made by Courts to local authorities for bail information, an increase of 11 per cent since 2007-08 ( Table 32). A total of 583 bail supervision cases commenced in the year, relating to 496 individuals ( Table 1).

Court Services

  • A total of 2,100 stand down reports were provided to the Courts in 2008-09 and 16,500 post sentence interviews were carried out ( Table 33).
