Learning in Custody: Report of the Offender Learning in Custody Workstream

The Scottish Government's review of Offender Learning was established following a commitment in the Skills Strategy (2007). Three workstreams were set up, covering a range of learning, skills and employability issues for Young Offenders aged under 16 and 17, Offenders in the community and Offenders in custody. This latter workstream focused on men and women aged 18 and over currently held in Scotland's prisons. The workstream met five times from January to June 2009, including meetings at HMP Barlinnie and HMP Edinburgh. The workstream membership is shown below.

The group's objective was to submit a report of the workstream's deliberations to the Offender Learning Advisory Group, setting out key strengths, weaknesses, gaps and areas of duplication and making recommendations for sustainable improvements in outcomes.
